To the Governments of the countries of South-Eastern Europe,
European Union and other European countries,
as well as to the European Union bodies, to the Stability Pact
and to the representatives of the International community


Citizens of South-Eastern Europe, going through a rough process of political, economic and moral transition, and at the same time trying to meet preconditions for the development of civil society and democracy as well as to create the environment that respects human rights, are overwhelmed with limited freedom of movement.
Supporting the idea of a united and open Europe, we appeal to the current authorities within the region of South-Eastern Europe and also to the authorities of the whole Europe for:
1. Total abolishment of visa regimes within South-Eastern Europe, with particular emphasis on the abolishment of the visa regime between Yugoslavia (Serbia and Montenegro) and Croatia because it obstructs the normalization process as well as the establishment of neighbourly relations not only between these two countries but also in the region itself.
2. Total abolishment of visas between countries in South-Eastern Europe on one side and countries in Western and Central Europe (the ”Schengen countries”) and other European countries on the other side.
Today the freedom of movement is considered to be an essential civilizational value; therefore there is no sensible reason for the continuation of such unsustainable and inhuman situation.
Without freedom of movement, there cannot be a united, peaceful and prosperous Europe.
