Specificity of 2003 is that lot of efforts were made in order to slightly shift from grant giving in a direction of support for the project development, initiation of the joint projects in the network merging similar initiatives and joint fund raising for these initiatives. Based on decision of the annual assembly in December 2002 work was organized in three program priorities with the small funds for other activities that can be important for the regional development processes.
During the reporting period, the GS has received 13 project proposals, out of which 7 projects were supported, 6 of these projects were implemented with 2 still in implementation (one of the projects approved in 2002 ).
There were 5 projects that were not under the programme priorities.

May 6th - 9th

Bridges to Stability - Conference of the youth of Dunav - Drava - Sava Euroregion; City of Osijek, Croatia
The aim of this project is to gather the youngest generation of politicians and the representatives of the relevant NGO's from four municipalities (Osijek, Pecs, Tuzla, Novi Sad/Subotica) and engage them in continuous dialogue today, so they are prepared for the crucial negotiations that are to take place in the future.
The project is to be realized in the form of a yearly international conference. Each year six groups of young politicians, NGO members and journalists will participate: one group from each of four centers in the region, plus two groups from the countries in the EU (each year different city/region will be invited). The supported conference took place in Osijek, may 6 - 9, 2003.

June 1st - 6th

NGOs and Public Authorities - for a better approach; The Assistance Center for Nongovernmental Organizations CENTRAS, Romania
Overall goal: To improve the capacity of the Citizens Pact members to communicate and disseminate information toward media, citizens and public authorities in a professional way.
Objectives were: to improve the capacity of planning and implementing public campaigns, for 20 Citizens Pact members; to provide for all 85 Citizens Pact members with a printed material regarding public campaign management
Workshop was held in Orsova (Romania) from 01.06.2003. - 06.06.2003.

June 23rd - 28th

Third Theatre Festival "Theatre without the borders 2003" - Riječ i Mir"; Draft Theatre Tuzla/Bosnia and Hercegovina
Six-day Festival was organized in Tuzla in the period June 23-28.06. 2003. It was implemented trough organizing and performing of 7 theatre performances in city of Tuzla, with 6 theatres from Macedonia, Montenegro, Bosnia and Herzegovina, Croatia, Slovenia and Hungary accompanied with round table "Assistance of the local communities, especially local governments to youth theatres, unformal theatres - how and how much?" and exhibition of photographs done by the Almin Zrna.

July 19th - 23rd

Role of civil society in strengthening democracy and promoting human rights; HSUK- Hungarian Student Union of Kolozsvár, Romania
The main aim of the Summer Festival was to provide an opportunity for the young people of Europe, besides the 5 day of summer camping, to attend different lectures and presentations, to learn more about cultural and other differences in the region.
Activities within the camp included: lectures, workshops, trainings, opened discussions, meetings, informing sessions about different issues. The number of participants was nearly 12000, which includes 11000 Romanian nationality young people (Hungarians and Romanians) and about 1000 people, representing lots of European countries.
The conference which is the starting point for the camp took place from 19.07.2003. - 23.07.2003.

June - August

Teenage colony Sicevo 2003; Municipality of Nis, Serbia
Overall goal is to initiate cooperation between teenagers from different places that are involved by The Citizens` Pact through creative work-shop activities.
This project included Painting and Theatre work-shop that involved two groups of twenty teenagers of 13 and 18 years from Nis and project partners Veles, Skopje, Prijedor, and Kotor.

Projects in 2002

In the beginning of 2002 several structural changes were made and Civic initiatives and Youth sector merged into NGO sector. General Secretariat took more responsibility (now without Sector Coordinators) in grant giving processes - development of the projects, monitoring and evaluation. 14 projects were approved and 13 implemented (one postponed for 2003).
Implemented project were realized in cooperation with 27 partners from 9 countries and regions in the SEE.

Academic training course "The Open Society - Media, Democracy and Multiculturalism", Youth for South-East Europe
Project holder: AEGEE Novi Sad
Project duration: 06.12.2002.-13.12.2002.
Summary:
The training course aimed at helping young activists from transition countries in the SEE region gain a deeper insight and understanding of the complex matters which influence their activities and daily life. Multicultural background of participants who worked together, side by side during this training course gave them chance to get to know better each other culture's and also possibility to improve the knowledge, skills and contacts necessary for their future work within NGO sector.

Introduction phase - Network for development of Interactive community school
Project holder: Municipality of Tuzla
Project duration: 01.10.2002. - 31.01.2003.
Summary:
Aim of this project was to change the education process in school systems in ex YU states through training of teachers and the school management, introducing active learning, democratic management and inclusion. Citizens' Pact for South Eastern Europe supported part of the introduction phase which ended on 31.01.2003. They managed to create network among 12 elementary schools in three states (Serbia and Montenegro, Croatia and Bosnia and Hercegovina) and include local authorities and parents in these teams.

Interculturalism - Seminar for Teachers
Project holder: Europski dom, Slavonski Brod
Project duration: 04.09.2002.-08.09.2002.
Summary:
Main aim of this seminar was to bring closer the teachers from all parts of former Yugoslavia and to raise the importance of intercultural approach in education which could be achieved by adopting the positive experiences of colleagues from other European countries.

EXIT 2002. Campaign
Project holder: EXIT Yugoslavia
Project duration: 05.07.2002.-14.07.2002.
The main aim of this campaign was to use the great popularity and trust that EXIT enjoys within the younger generations, in order to break up the animosity among the nations in SEE (accent on the countries of former Yugoslavia) and initiate (give) a vider mobility in the region as a first step towards visas abolishment.
During the festival accent was on these topics organized as open studios (broadcasted by national TV):
Past mistakes-truth and reconciliation, multiculturalism, reforms/general, reforms/minority rights, reforms/corruption, regional cooperation-the visa abolishment campaign, Environment, health (anti AIDS and anti drugs campaign)and youth and society-brain drain.
Some interesting statistics:
300.000 visitors-total; 10.000 visitors from countries of SEE which came in FRY with special visa regime (they had to check in on list via internet and got visas on the border);
500 artists (Great Britain, France, Jamaica, Italy, Germany, USA, Hungary, Netherlands, Slovenia, Croatia, Bosnia and Herzegovina, FRY, Macedonia. ); more than 50 local radio stations, national TVs in ex YU…
EXIT team managed to liberate visa regimes for all visitors. It was enough to go to the site and fill the registration form and one could get visa on the Yugoslav border. Giving more visibility and example how visas can be abolished EXIT gave additional "fuel" to Visa abolishment campaign.

EXIT News

Project holder: Mediapact, Novi Sad
Project duration: 05.07.2002.-14.07.2002.
Summary:
Main aim of EXIT NEWS was to bridge this impact of EXIT over to a wider audience in Southeast Europe trough printed materials. It was done trough 25.000 printed EXIT News (5 times - once in two days). It was distributed in Serbia, Montenegro, Croatia, and Bosnia and Herzegovina.
EXIT NEWS promoted: conflict prevention, coexistence of different ethnic groups, nourishing the differences, developing mutual confidence and amity, encouraging multiethnic co-operation, encouraging growing participation of individuals in social processes, liberal values, tolerance, multicultural attitude, human rights.
Similar to Association of SEE magazines newsletters or magazines are helping us to promote need for objective interethnic informing and giving visibility to our work.

Teen Colony Sicevo

Project holder: City of Nis
Project duration: 01.07.- 01.08.2002.
Summary:
This project was an effort of giving an impulse to young people from Nis, Veles and Prijedor to get to know each other better, to establish a co-operation and exchange of experience. They organized two groups of 40 children each from these three towns and prepared art, musical and theatre workshops during the day.
Civil society based on community learning about solidarity, tolerance, duties and responsibility was promoted in the colony and children had an opportunity of expressing their creative possibilities.

Diversity summer camp
Project holder: Hungarian Students' Union of Kolozsvár, Romania
Project duration: 17.06.2002-21.06.2002.
Summary:
The main aim of the project was to provide an opportunity for the young people of Europe to attend different lectures and presentations, to learn more about cultural and other differences trough lectures, opened discussions, meetings, informing sessions about different issues, theatre performances, discussions with famous personalities, sporting events, contests and other evening activities. Location of implementation: Romania, Odorheiu-Secuiesc, B?ile Szejke. Beneficiaries were 1500 young people, representing different nations and NGOs from Europe.

Art colony Fojnica

Project holder: Municipality Fojnica
Project duration: 16.06.2002. - 26.10.2002.
Summary:
Main goal of the colony was to renew friendly links between cities in SEE and to present culture like significant factor of linking and gathering of the people through joint work of the artists and cultural workers. They organized 10 days painters camp for artists from Serbia, Croatia, Macedonia and Bosnia and Hercegovina . And after that round table with the topic "Culture like significant factor of regional linking".

The Scholars' Initiative: Confronting the Controversies of the Yugoslav Conflicts

Project holder: Open Lycee of Sombor, Vojvodina
Summary:
Main aim was to expose and dispel the destructive myths that divide Serbs and their neighbors trough regular conferences, multilateral research, intensive interaction with media. Supported part of the project was conference organized from 6-9 July 2002 at UNMiBH, Sarajevo for well known historians form the ex YU and Europe countries.
This project went back to the past, to the stereotypes and prejudices, underlying that resolving problems without tackling causes is only scratch on the surface.

Intercultural Music Workshops in Mitrovica

Project holder: Community Building Mitrovica (CBM), Kosovo
Project duration: June 2002.-November 2002.
Summary:
Main aim of the project was exchange, cooperation and inspiration between Macedonian (Macedonian, Albanian, Roma), Mitrovica (Serbian, Albanian, Roma, Bosnians) and Dutch music teachers and players trough organizing interactive workshops (music making and dancing) for children, interethnic music performances and meetings with music teachers and players in Mitrovica.

Future without borders
Project holder: Vojvodjanka - Regional Women's Initiative, Vojvodina
Project duration: 15. 05. - 30. 06. 2002.
Summary:
Aim was to support initiatives for the liberalization of visa regime between the Federal Republic of Yugoslavia and Croatia trough the action organized on the World Day of Health - 17 th June 2002 -simultaneously from both Yugoslav and Croatian side at the border crossing on the bridge near Backa Palanka (from Yugoslav side) and Ilok (from Croatian side).This action was organized in cooperation with local authorities from Ilok and Backa Palanka and with active roll of Federal ministry of foreign affairs FRY and Vojvodinian Secretariat for youth and sport. Representatives of these institutions were present on the bridge during the action (Mayor of Ilok, Mayor of Backa Palanka, Mayor of City of Belgrade, known representatives from cultural and political life in both states and lot of representatives from NGO sector.)

Summer Theatre Festival - meetings of the Theatre artists from the South Eastern
Europe -"THEATRE WITHOUT THE BORDERS"

Summary:
Draft Theatre organized a theatre Festival in duration of 6 days, with meetings of the theatre artists and workers from the Balkan countries. During 6 days of the Festival, among the theatre performances, a round tables, theatre workshops, trainings and debates were organized. During the night events theatre performances were organized with the participants from following theatres from Southeastern European countries: B&H (both entities), "Simulacrum" theatre Niksic, FRY, Gimnasium Bar (FRY), "The hat's theatre" Belgrade (FRY), STELLA Theatre, The Hague (The Netherlands), KUD "Franse Presern" Ljubljana (Slovenia), "ŠMRC Theatre" Zagreb (Croatia), and theatres from Macedonia, Bulgaria and Hungary.

Bridges in the Balkan-The role of civil society

Project holder: Assembly of NGOs of Kosova
Project duration: 8- 9 April.2002.
Helping the young people of Mitrovica from both sides of river Ibar trough two days conference and visits to the both sides. Location of implementation: Mitrovica (confidence area)
Bridges in the Balkan continued efforts in raising need for cooperation and co living in Mitrovica and Kosovo at all.

Projects in 2001

In the first year activities in the CP were organized trough three sectors: Civic initiatives, Youth and Municipalities. This was the first year of experience in the grant giving and Sector coordinators and Co-ordination Committee made a lot of efforts in order to support and develop the best initiatives for the region.
11 projects were approved and 8 implemented, 3 were in preparatory phases and were mainly implemented in 2002.
Implemented project were realized in cooperation with 24 partners (out of these 4 were municipalities/cities) from 7 countries in the region of SEE and Hungary, Greece and France.

Investigation on the status of Youth from SEE
Project holder: Civitas Foundation, Romania
Project duration: 01.11.2001.-01.08.2002.
Summary:
The aim of the research project was to create a database and a comparable review of the problems youth is confronted with in South Eastern Europe. The research used both quantitative and qualitative research methods. The target group was represented by youth, aged 18-30 from South Eastern Europe countries. The results of the research should serve as starting point for NGOs, international organizations and authorities in establishing their course of action in order to initiate solving the identified problems.
Project was implemented successfully, with postponed actions in Montenegro and Serbia for technical reasons, and we now have an inventory of the problems of the youth in the region of SEE on 900 books and 800 CDs distributed to all NGOs interested in this research. We hope that strong impact of this project will be felt in the future projects oriented in youth.

Against corruption

Project holder: Open University of Subotica, Yugoslavia
Project duration: 01.10.2001.- 16.09.2002.
Summary:
The aim of the project was to raise a public discussion about corruption. In the discussion were involved all segments (subjects) of the society: citizens, local self government, political parties, expert organisations and other.
This project was implemented in cooperation with Forum of Tuzla citizens, Tuzla, Bosnia and Herzegovina and European Home, Slavonski Brod, Croatia. Project was followed with lot of promotion material and joint conferences in Subotica and Slavonski Brod.
Having in mind that corruption is one of the main causes for slower democratic changes, this project gave an impulse for Citizens' Pact for South Eastern Europe efforts in the field of strengthening civic society in the region.

Protocol on Interethnic Tolerance

Project holder: Center of Regionalism, Yugoslavia
Project duration: 01.10.2001.-01.03.2002.
Summary:
Main aim was to create a optimum of inter-ethnic relations functioning within local community trough round tables, work of an expert team and joint actions in these three cities for promotion of coo living for all nations.
Location of implementation: Tuzla (BiH), Osijek (Cro), Novi Sad (FRY)
Giving significant contribution to further work of Municipality network this project grew up in one of the priorities in Citizens' Pact for South Eastern Europe.

Peace Connection
Project holder: Teneri Pentru Tera, Romania
Project duration: 01.07.2001.-01.02.2002.
Summary:
The purpose of "PEACE CONNECTION" project was the assurance of stability and security for the civil society of twined cities of Pitesti and Kragujevac, achieved through the consolidation of cooperation on local level between city halls, universities and NGO-s. During the 7 months of the project, representatives of mentioned institutions from both countries gathered in 3 stages: 1) on a summer seminar (part of a summer camp) where Romanian side came with concrete solution: creating a Citizen's Consulting Centre for Kragujevac, as in Pitesti already exists several, strengthened by bilateral cooperation; 2) concret visit in Serbia-forming of Kragujevac Citizen's Consulting Center; 3) winter seminar (part of winter camp) for signatures of bilateral agreements. As an ensurance to the future, the second part of each camp was dedicated to debates on war experience themes, and cultural, sports activities for youth compound of Citizen's Consulting Centers.
Peace connection tackled intensifying of cooperation of twined cities and gave an example of constructive exchange of experiences.

Civil Society and NGO's possibilities during transition

Summary:
Aim of the project was to organize a summer school for civil society organizations and NGOs on the challenges and problems they face during transition to a democratic society. Project partner was ADP ZID, Montenegro.

Developement of WEB portal for literar konsorcium

Summary:
Idea of the project was to establish a permanent network for cultural (especially literary) exchange in the Balkans. Project was also serving for promotion of the ITC as necessary tool for modern communication. Project was done in cooperation with A.C. Ambrozija, Sarajevo and Alternative Institute, Mostar.

House of Dialogue

Summary:
Aim of the project was making the interior architectural plans for two Houses of Dialogue, in Podgorica and Tuzla, contributing to the network of Houses of Dialogue, twining the first Balkan project with their western counterparts (Paris, St Quentin). Project was done in cooperation with AEC, Paris and hCa Tuzla.

Summary:
Project was intended to boost regional co-operation as a way of conflict prevention by means of unprejudiced knowledge of history.
Partners for the project were: ATTACK, Croatia, Eurospace Foundation, Greece, Youth Center for Interethnic tolerance, Education and Cooperation, Macedonia.

Association of SEE magazines
Project holder: ADP Zid, Montenegro
Project duration: First phase and part of the second phase 01.05.2001. -06.2002.
Summary:
Association of SEE magazines appeared as an initiative of NGOs in South-Eastern Europe having magazines as one of dominant activities, and as a part of support for objective informing and process of integration of people in the Balkans. The specific idea of this association was a promotion of peace, non-violence and cooperation, as well as removing the prejudices which slow down these processes. Association of Magazines had coordinated work of members' editorial boards, which meant adaptation of magazines for this kind of work. They worked on joint promotion of interethnic coo-living with magazine TNT and Balkanite. They printed separate editions of these youth magazines with topics relevant for "Stability from below".This project helped in objective interethnic informing, as one of the important issues of Citizens' Pact for South Eastern Europe.

Summer theatre festival: Theatre without borders

Summary:
Main activity of the project was organizing a theatre Festival in duration of 5 days, with meetings of the theatre artists and workers from the Balkan countries. Creation of data base of small entrepreneurship in transborder cooperation

Project duration: 15.02.2001. - 03.12.2001.
Summary:
Cooperation of Osijek with Pecs,Tuzla and Subotica has a long lasting tradition, for these cities are border cities and very similar and complementary and interdependent. Creation of the strategic framework for development of transborder cooperation in the field of small entrepreneurship is a prerequisite for further cooperation. Being aware of the fact the inland market in these area are not economically strong enough, establishment of information data basis and analysis of the existing conditions of entrepreneurs, small and middle entrepreneurs of cities Pecs, Tuzla, Osijek and Subotica with their regions according to international standards is big step ahead toward regional and then EU market.
